After the initial first year, the State Epidemiological Outcomes Workgroup (SEOW) is now under the umbrella of the Strategic Prevention Framework State Improvement Grant (SPF SIG). The purpose of the Mississippi SPF SIG grant is to plan, implement, monitor, and sustain efforts to enhance our prevention infrastructure. The main goals of the Mississippi SPF SIG are as follows:





Build prevention capacity and infrastructure at the State and community levels;
Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking; and
Reduce substance abuse-related problems in communities

The SEOW played a vital role in the driving step one of the SPF SIG. Step I included the assessment step of the Strategic Prevention Framework. In Step I the SEOW included assessment of the substance abuse problem in Mississippi, the state’s capacity and infrastructure for dealing with problems, and identified gaps in services and or resources. The SEOW epidemiological profiles were based on the data collected for each of the following: tobacco, alcohol, marijuana, heroin, methamphetamines, inhalants and prescription drugs. The profiles included consumption patterns within the state at large, prevalence differences by race and gender, and national and state comparisons.

Strategic Prevention Framework State Incentive Grant (SPF SIG) grantees are required to develop and submit a SPF SIG Plan and receive written approval by the Center for Substance Abuse Prevention (CSAP) before any SPF SIG funds are provided to communities. The SEOW’s assessment part of the SPF SIG Plan will provide a picture of all data-driven priorities that emerged from the State Epidemiological Outcomes Workgroup (SEOW). A final priority will be chosen and a plan will be submitted to address this substance problem. Following approval from CSAP the SPF SIG will allocate 85% of it SPF SIG funds to communities with the greatest needs.
