The Bureau of Alcohol and Drug Abuse (BADA) is responsible for overseeing the development of drug abuse prevention and treatment programs to serve Mississippi communities statewide. BADA's goal is to decrease the problems associated with alcohol, tobacco, and other drug (ATOD) abuse by services that include prevention, intervention, and treatment services. BADA awards and administers grants and contracts for the provision of prevention and treatment services, as well as information and training activities for professionals who provide these services.

is the Mississippi Department of Mental Health Executive Director. He began his career with the DMH in 1974 when he served as a direct care worker at the North Mississippi Regional Center (NMRC) in Oxford, MS while attending college at the University of Mississippi. While working at NMRC, he also served as program director, personnel director, assistant director, and a school principal. From there, he served as the director of the Hudspeth Regional Center in Rankin County from 1982-1995. Mr. LeGrand was then selected to head the Bureau of Mental Retardation holding that post for six years. Prior to his appointment by the as Executive Director of DMH, he served as its Deputy Director. Ed LeGrand is an active member of the Mississippi Certified Public Managers Society and the Advisory Board of the MS Certified Public Manager Program. He is also an elected State Agency Representative on the Board of the Mississippi Public Employees' Retirement System and is a DMH Licensed Mental Health Administrator.
is Director of the Mississippi Department of Mental Health, Bureau of Alcohol and Drug Abuse. He has been the Bureau Director since July 1, 1993. He is responsible for planning, developing, implementing and maintaining a statewide system of Alcohol and Drug services. Herbert is a member of the National Association of the State Alcohol and Drug Abuse Directors (NASADAD).
is the Prevention Services Director for the Mississippi Department of Mental Health, Bureau of Alcohol and Drug Abuse. She serves as Senior Project Director for the SPF-SIG, the SEOW, and the Substance Abuse Prevention and Treatment (SAPT) Block Grant. Ms. Avery has worked in the field of substance abuse treatment and prevention for 15 years. She is the National Prevention Network representative for Mississippi. Jerri is Project Officer over Regions 7, 8, and 9 and monitors Community Counseling Services, Region 8 Mental Health Services, Hinds Behavioral Health, DREAM, Inc., and Jackson State University.
is the Prevention Coordinator for the Mississippi Department of Mental Health, Bureau of Alcohol and Drug Abuse. She has worked for the MS Department of Mental Health for the past 8 years. Ms. Winston's responsibility within Prevention services are to assist with the management of the Bureau of Alcohol and Drug Abuse Advisory Council, develop the agency's annual state and federal plan for prevention services, complete the prevention portion of the Substance Abuse Prevention and Treatment Block Grant and manage the SYNAR youth access to tobacco federal mandate. She also provides training and technical assistance to providers and represents the State at various national conferences and workshops. Ms. Winston is a Certified Public Manager, Licensed Mental Health/Mental Retardation Administrator, Certified Mental Health Therapist, and a Certified Mental Health Therapist. Melody is the Project Officer for Regions 10, 12, 13 and monitors Weems Mental Health, Pine Belt Mental Healthcare, Gulf Coast Mental Health, EMSH, Choctaw Behavioral Health, and DREAM of

is the Center for Substance Abuse Prevention (CSAP) Fellow for the state of Mississippi. The fellowship is a partnership with Mississippi Department of Mental Health, Bureau of Alcohol and Drug Abuse, where Jerri Speyerer/Karen West serves as Calvin's mentors. The purpose of this program is to provide professional development opportunities for prevention specialists and to promote and institutionalize the Strategic Prevention Framework (SPF) concept as the national overarching vehicle for prevention planning, program development, and prevention service delivery.
The Prevention Fellowship program is a workforce development training program geared toward development of competencies required to work effectively as a prevention professional. There are a total of 33 CSAP Prevention Fellows located in various states and coalitions within the U.S. In year one, Calvin's fellowship experience was based on development of competencies and activities utilizing the Strategic Prevention Framework (SPF) as the primary mechanism for planning, development, and delivery of prevention services. Also in year one Calvin has received intensive training on each of the five steps that make up the Strategic Prevention Framework. In year two, which started March 1, 2007, Calvin is expected to enhance his knowledge in all components of the SPF and will continue this process as competencies are expanded to include specialty areas of concentration, such as: (1) data, evaluation, and alcohol and drug epidemiology; and (2) environmental prevention strategies, systems change and service delivery.
is the Project Director for the Mississippi State Epidemiological Outcomes Workgroup (SEOW) with the Department of Mental Health, Bureau of Alcohol and Drug Abuse. The SEOW was established to examine alcohol, tobacco and other drug-related archival data to determine the scope and magnitude of substance abuse and associated problems. The SEOW workgroup collaborates at the state and grassroots level to address the significant gap Mississippi has experienced in the lack of sufficient data collection and coordination. Analyzed data retrieved from state agencies will be used to establish the most effective intervention strategies and fund statewide programs based on need. Data collected will be stored on a website located at www.snapshots.org. Catherine is the Project Officer over Regions 2, 3, and 4 and monitors Communicare, Region Three Mental Health, Timber Hills Mental Health, Metro Jackson CPC, and the Alcohol Services Center.
is the SPF SIG Project Director and is responsible for day-to-day project administration of the Governor's MEPCP. Mr. Oliphant's responsibilities include completing all of the goals and objectives, managing the statewide needs assessment and allocation process, supervising all contractors, serving as principal contact for all subrecipients, arranging or providing all subrecipient technical assistance, attending Advisory Council meetings and all CSAP SPF meetings, assigning Advisory Council support tasks to appropriate staff, managing the revision of the SPF Statewide Strategic Plan, conducting on-going monitoring and oversight of all subrecipient activity, monitoring the evaluation of the SPF, writing and submitting quarterly and annual reports to CSAP, interacting with various federal, state, and local officials in conducting activities, peer review coordination, drug court evaluation, program monitoring, serving as project prevention officer and serving on various task forces. He is the Project Officer over Regions 11, 14, and 15 and monitors Southwest Mental Health, Singing River Services, Warren-Yazoo Mental Health, Central MS Prevention Services, and Vicksburg Family Development.
is the Adolescent Services Coordinator for the Mississippi Department of Mental Health, Bureau of Alcohol and Drug Abuse. His responsibilities are to oversee and evaluate current programs funded by the Department of Mental Health and to act as a liaison to other state agencies seeking assistance from the Department of Mental Health. Through collaboration with the Mississippi Department of Public Safety and other agencies, he is able to visit adolescent treatment centers and faciltities across the state in order to review, evaluate and make recommendations for changes to these programs. Mr. Stovall has a great passion for the well-being of the adolescents in the state of Mississippi and works hard to ensure that improvements are made across the state in adolescent services and treatment.
is the Resource Development Dissemination Coordinator for the Mississippi Department of Mental Health, Bureau of Alcohol and Drug, Prevention Services. She is responsible for ordering and maintaining all resource development materials (pamphlets, brochures, posters, CD's, DVD's etc) and providing technical assistance to the other five RADAR centers in Mississippi. She also serves as the Project Officer for Region 1 Community Mental Health Center (CMHC) Region V (CMHC), Region VI (CMHC), Dr. Arenia C. Mallory Community Health Center, Inc and the Washington County Anti- Drug Community RADAR Center and Catholic Charities.
